MINUTES
EXECUTIVE BOARD MEETING
May 09, 2013
The meeting was called to
order by Vice President Terence Endersen at 6:00 pm. The other members of the
Executive Board present were: Marvin Jones, John Forstrom, Max Alavi and
Julie Dean, as well as Treasurer Robert O'Connor. Executive Board members Frank Elizondo,
Sanne Berrig, Loree Scarborough, President Bobby Bluehouse and Secretary Jeff
Miller were absent and requested to be excused for their absences. A motion to excuse the absences was raised
and unanimously approved. 15
additional BSRA members and visitors were present.
The
agenda was approved, once “New Business” was added, as were the minutes of
the April 11, 2013 meeting.
Debi Gurley-Vilander gave the
Bay Shore Library minute. She advised
that all of the Long Beach
library branches now have free WIFI access.
Residents simply need their library ID number and password to get
online. Debi also thanked the Belmont
Shore Residents Association for their donation in April.
East Division Commander W.
Paul LeBaron gave the LBPD report:
·
One residential
burglary where the son accidentally left the house keys in the garage
·
Several garage
burglaries; more than half of the garages were left open or unlocked
·
Several
alcohol-related incidents; officers took action so there was no
escalation. Officers are learning and
making changes as part of their follow-up.
Commander is also meeting with businesses/proprietors to make changes
·
Many citations
were issued
Officers Hernandez and DeLeon,
who cover Belmont
Shore, answered
residents’ questions:
·
They have identified
local homeless people; they know their names and where they come from (most
are from out of state). Some reside in
the Belmont
Shore area, while a handful of others
are traveling up and down the coast.
People are allowing them to loiter in front of their businesses and
others are giving them money. They
hide when they see police and then return

Businesses say
they don’t like it but are allowing it
2.
Chase Bank is
private property. The police have
advised the banks that the police cannot do anything unless the businesses
advise them in advance
3.
They advise the
residents to let business owners know if people are begging for money
4.
Randy McDonald
(Mac), Jim Ostach, Jim Corbett, Marvin Jones and Kate Carp asked questions
about homeless and who can call in complaints. There were discussions about aggressive
panhandling, extremely loud musicians, and loitering.

For enforcement
purposes, the police need either residents, customers or business owners to
call in complaints
2.
Difficult to
arrest them because oftentimes the description isn’t detailed enough or they
see the police and run/hide

Every phone call
is recorded and every dispatch is recorded

Reality is that
the LBPD response time is often very quick but not always
7.
What is the law on
homeless people sleeping in their cars?
1.
People cannot
sleep in vehicles; a citation will be issued or they’ll be told to leave

Cannot loiter on
median

LBPD encourages
citizens to call

There have been
reports that trash and recycling cans have been stolen. Julie Maleki advised they have received
some reports of this but the Commander had not heard of this. He does take trash diggers very seriously
and asks that residents please call
Legends’ Matt Peterson
advised, for the BSBA, that the Belmont Shore Stroll & Savor occurs Wed
& Thurs, May 15 & 16 from 5:30-9:00pm, in addition to several others
spread throughout the summer.
Julie Maleki from Third
District Councilman Gary Delong's office covered the following items:

The
Lois Lane rebuild
is finished. Within the next few
months, trees will be planted there and on the North side of Livingston
o
Kate Carp asked
Julie to thank Gary
and his office and public works, especially Luis Garcia, for paving
Lois Lane. The felt the fully aged Eucalyptus trees
were beautiful but understood they had to be removed due to root issues
·
A
rebuild/improvement of the beach and basketball restrooms will begin soon and
there will temporarily be portable restrooms
o
Jim Corbett asked
if the city has ever considered adding a portable restroom between existing
permanent restrooms on Bay Shore because the
existing beach restrooms are too far apart
·
Chase Bank parking
lot is now charging for overnight parking.
The city has no control over this
o
BSRA Board Member
Frank Elizondo had previously advised that Chase is now charging for parking
in their lots during the evening
·
KiteSurfari did
get a permit for their event
·
Gary DeLong and
Mark Sandoval are reviewing KiteSurfari’s beach vendor agreement
·
There was a
complaint about Business sandwich boards, which Julie advised are
illegal. She said that we don’t have
active enforcement but residents can send the offending business names
to Julie or the code enforcement city
personnel
·
There was no
update on the pedestrian path or the temporary pool. Julie said she will find out and follow up
There were no Parking
Commission, Secretary or President reports.
Treasurer Robert O’Connor
reported an account balance of $2114.20.
Board Member, Max Alavi, asked
that the Facebook discussion be held for the next meeting so that we can get
greater input and consensus. He
advised he has sent out an email with details to the board members and asked
that they be ready to discuss at the June meeting.
Old business: Jim Corbett
asked if Cal Shabu had attained an alcohol license. Board Member Marvin Jones said he had
spoken with Cal Shabu who explained they have not yet attained a license.
New business: A request was
made for $100 in supplies related to the September election; the motion
passed.

The old beach
restroom at Santa Ana Ave
had 2 showerheads however the new restroom has only one. He explained that an additional showerhead
is needed for the many catamaraners and kiteboarders in the summer. He has asked Mark Sandoval who is
considering the request and looking for money in the budget

SCKA has requested
the City of Long Beach bring attention to
Kitesurfing in Long Beach
with new signage
3.
Explained that
vessels have to watch out for swimmers in the water or on the sand and
sunbathers. He is interested in an
entrance and exit zone because the county ordinance allows for a swimmer-free
zone (for vessels)

on new international oneway signs for
Belmont Shore
The
